How Groups Make Decisions

Every day, critical decisions are made by groups rather than individuals — corporate boards approve mergers, juries deliver verdicts, surgical teams decide on procedures, and political cabinets choose whether to go to war. The intuition behind group decision making is seductive: two heads are better than one. More perspectives should yield better analysis, more information should prevent blind spots, and collective deliberation should catch individual errors.

But decades of social psychological research reveal a more complex picture. Groups can outperform individuals under certain conditions, but they can also produce decisions far worse than any individual member would have made alone. Understanding when groups succeed and when they fail is one of the most practically important questions in all of social psychology.

Key Insight: The quality of group decisions depends not on the intelligence of individual members, but on the process the group uses. A group of brilliant people using a poor process will consistently be outperformed by average people using a good process. Process Gain vs Process Loss

The Brainstorming Myth

Group Polarization

One of the most robust findings in group decision-making research is that group discussion tends to amplify members' pre-existing attitudes. If individuals are initially inclined toward a risky option, group discussion makes them riskier. If they lean conservative, discussion makes them more conservative. This phenomenon — called group polarization — was one of the most surprising discoveries in social psychology.

The Risky Shift Phenomenon

The story begins with an unexpected finding. In 1961, MIT graduate student James Stoner asked individuals to read "choice dilemmas" — scenarios requiring a decision between a safe option and a risky-but-rewarding one. Participants first made individual decisions, then discussed the dilemma in groups and reached a consensus.

The surprising result: groups consistently recommended riskier courses of action than the average of individual pre-discussion preferences. This "risky shift" challenged the prevailing assumption that groups would be cautious and conservative. The finding was replicated hundreds of times across different cultures, age groups, and decision types.

Social Comparison Explanation (Myers, 1978): People want to be seen favorably by others. During discussion, they discover the group norm and then shift to be slightly more extreme than that norm — to appear more "in line" with the valued position. Group polarization has profound real-world implications. Online echo chambers function as perpetual polarization engines — users self-select into communities that share their views, then discussion amplifies those views toward extremes. Political deliberation among like-minded citizens produces more extreme policy preferences. Jury deliberation can amplify initial biases in case evaluation.

Groupthink: Irving Janis's Theory

In 1972, Yale psychologist Irving Janis published Victims of Groupthink, introducing what would become one of the most influential concepts in organizational psychology. Janis defined groupthink as:

"A mode of thinking that people engage in when they are deeply involved in a cohesive in-group, when the members' strivings for unanimity override their motivation to realistically appraise alternative courses of action."

Groupthink is not simply poor decision making — it is a specific syndrome in which the desire for harmony and conformity within the group suppresses critical thinking, realistic appraisal of alternatives, and the expression of minority viewpoints. The result is often disastrous decisions that could have been prevented if even one voice of dissent had been heard.

Irving Janis's Model

Janis developed his theory by analyzing major policy fiascoes in American history. He noticed recurring patterns in how advisory groups around presidents made catastrophic errors. His model identifies a causal chain: antecedent conditions lead to concurrence-seeking (groupthink tendency), which produces symptoms of groupthink, which result in defective decision-making processes, and ultimately poor outcomes.

Antecedent Conditions

  1. High group cohesion: Members value group membership highly and don't want to jeopardize it. Cohesion itself isn't harmful — it becomes dangerous when it motivates conformity over accuracy.
  2. Insulation of the group: The group is cut off from outside opinions and information sources. No external checks on their reasoning exist.
  3. Directive leadership: A powerful leader states their preferred solution early, signaling what decision the group "should" reach. Members then engage in confirmation rather than genuine analysis.
  4. Lack of systematic procedures: No structured methodology for evaluating options, considering risks, or soliciting dissent. Decisions emerge through informal, unstructured discussion.
  5. Group homogeneity: Members share similar backgrounds, ideologies, and perspectives. There is little diversity of viewpoint to challenge the emerging consensus.
Critical Warning: Cohesion is necessary but not sufficient for groupthink. Many highly cohesive groups make excellent decisions. The danger emerges when cohesion combines with structural faults (insulation, directive leadership, homogeneity) and situational stress. It is the combination, not any single factor, that produces the syndrome.

Eight Symptoms of Groupthink

Janis identified eight symptoms that serve as diagnostic indicators of groupthink. These cluster into three categories: overestimation of the group, closed-mindedness, and pressures toward uniformity.

Type I: Overestimation of the Group

1. Illusion of invulnerability: The group develops excessive optimism and risk-taking. Members feel that the group is too special, too talented, or too lucky to fail. This shared optimism prevents realistic risk assessment. Kennedy's advisors before the Bay of Pigs believed their plan couldn't possibly fail — the U.S. was simply too powerful.

2. Belief in the inherent morality of the group: Members believe unquestioningly in the rightness of their cause. This allows them to ignore the ethical consequences of their decisions. Because "we are the good guys," any action we take must be morally justified.

Type II: Closed-Mindedness

3. Collective rationalization: Members construct rationalizations to discount warnings or negative information. Rather than reconsidering assumptions when confronted with disconfirming evidence, the group explains away the evidence. "Those intelligence reports are probably outdated" or "The enemy wouldn't dare respond."

4. Stereotyping out-groups: The group stereotypes opponents as evil, stupid, or weak — too incompetent to counter their plans or too malevolent to negotiate with. This eliminates alternatives like diplomacy or compromise from consideration.

Type III: Pressures Toward Uniformity

5. Pressure on dissenters: Members who express arguments against the group's stereotypes, illusions, or commitments are pressured to conform. They may be ridiculed, ostracized, or told they are being "disloyal." The message is clear: dissent has social costs.

6. Self-censorship: Members avoid deviating from the apparent group consensus. They keep doubts and counterarguments to themselves, minimizing the importance of their own misgivings. "I'm probably wrong" or "It's not worth making a fuss."

7. Illusion of unanimity: Because no one voices dissent (due to self-censorship and pressure), the group perceives false unanimity. Silence is interpreted as agreement. Members believe everyone genuinely supports the decision, when in reality many harbor private doubts.

8. Self-appointed mindguards: Some members take it upon themselves to protect the group from information that might challenge their complacency. They intercept disconfirming evidence, discourage outsiders from sharing negative feedback, or shield the leader from dissenting opinions.

The Bay of Pigs Invasion (1961)

In April 1961, the Kennedy administration authorized a CIA-planned invasion of Cuba by 1,400 Cuban exiles. The plan was deeply flawed: the invasion force was vastly outnumbered, the expected popular uprising never materialized, and Castro's forces were far better prepared than assumed. The invaders were captured or killed within three days. Kennedy himself later asked, "How could I have been so stupid?"

Antecedent conditions present:

  • High cohesion: Kennedy's inner circle was a tight-knit group of loyal advisors who admired the president

Crucially, Janis noted that the same group — under Kennedy — handled the Cuban Missile Crisis just 18 months later with far better decision making. Kennedy had learned from the Bay of Pigs. He deliberately encouraged dissent, invited outside experts, absented himself from early discussions to avoid biasing the group, and assigned devil's advocate roles. The result was a measured, successful resolution of the most dangerous moment in Cold War history.

The Space Shuttle Challenger Disaster (1986)

On January 28, 1986, the Space Shuttle Challenger broke apart 73 seconds after launch, killing all seven crew members. The immediate cause was the failure of O-ring seals in the solid rocket boosters, which became brittle in the unusually cold temperatures that morning. But the deeper cause was a decision-making failure: engineers at Morton Thiokol had warned against launching in cold weather, but their concerns were overridden.

The night before the launch, Thiokol engineers presented data showing that O-ring erosion was correlated with low temperatures. They recommended against launching below 53°F. NASA managers pushed back, questioning the data and pressuring Thiokol management to approve the launch. Thiokol managers reversed their engineers' recommendation and gave NASA the "go" for launch.

Pearl Harbor & Watergate

Pearl Harbor (1941): Admiral Kimmel's naval group in Hawaii received multiple warnings of potential Japanese attack but dismissed them through collective rationalization. The group stereotyped the Japanese as incapable of launching a complex carrier-based attack across thousands of miles. Warnings from Washington were discounted. The illusion of invulnerability — "they wouldn't dare attack us" — prevented adequate defensive preparation.

Watergate (1972-74): Nixon's inner circle demonstrated textbook groupthink in both the initial decision to authorize the break-in and the subsequent cover-up. The group was highly cohesive, insulated from outside perspectives, and led by a directive leader who made his preferences clear. Mindguards (Haldeman, Ehrlichman) controlled information flow. Dissenters were viewed as disloyal. The group collectively rationalized increasingly criminal behavior as necessary for national security.

Critical Evaluation: While groupthink is a powerful explanatory framework, it has been criticized for being difficult to test empirically. Some scholars argue Janis selected cases that fit his theory (confirmation bias in theory building). Others note that cohesion doesn't always lead to groupthink, and some fiascoes occur without the full syndrome. The theory is best understood as a useful diagnostic tool rather than a universal law.

Janis didn't just diagnose the problem — he also prescribed solutions. His recommendations, along with subsequent research, provide a toolkit for organizations seeking to protect themselves from groupthink.

Devil's Advocate & Red Teams

The devil's advocate technique assigns one member the explicit role of challenging every assumption, proposal, and piece of reasoning the group produces. This legitimizes dissent — the critic isn't being disloyal, they're performing an assigned duty. Research confirms that groups using a devil's advocate consider more alternatives and make more realistic risk assessments.

The red team approach goes further: an entirely separate group is tasked with attacking the primary group's plan. Red teams actively try to find flaws, identify vulnerabilities, and develop counter-strategies. The military and intelligence communities use red teams extensively. The CIA created a "Red Cell" after 9/11 specifically to challenge analytical consensus.

However, research by Nemeth, Brown, and Rogers (2001) found that authentic dissent is more effective than assigned dissent. When someone genuinely disagrees, it stimulates more divergent thinking in other members than when someone is "just playing a role." This suggests that organizations should cultivate genuine cultures of constructive disagreement rather than relying solely on formal mechanisms.

Structural Remedies

Based on Janis's work and subsequent research, the following structural interventions help prevent groupthink:

  1. Leader impartiality: Leaders should withhold their own opinions until after group members have expressed theirs. This prevents anchoring on the leader's preferred position.
  2. Outside experts: Regularly invite people who are not group members to challenge assumptions and provide fresh perspectives.
  3. Anonymous input: Use anonymous surveys, written submissions, or the Delphi method to collect honest opinions before group discussion.
  4. Multiple subgroups: Divide the group into independent subgroups that develop solutions separately, then reconvene to compare.

Shared Information Bias

Groups discussed shared (negative) information about A extensively while unique (positive) information rarely surfaced.

  • Assign expert roles: When members are designated as "the expert" on a specific domain, their unique information is given more weight and is more likely to be mentioned (Stasser, Stewart & Wittenbaum, 1995).
  • Extend discussion time: Unique information tends to emerge later in discussions. Short meetings primarily rehash shared information. Longer discussions eventually surface unshared knowledge.
  • Structured information sharing: Require each member to share all their information before discussion begins (pre-discussion information exchange).
  • Rank rather than choose: Having members rank all options rather than simply choosing one increases attention to unique information about non-preferred candidates.
  • Emphasize accuracy goals: When groups are told their goal is accuracy rather than reaching agreement, they process information more systematically and are more receptive to unique data.

Real-World Applications

Corporate Boards & Juries

Corporate boards of directors are particularly vulnerable to groupthink. Board members are typically selected by the CEO, socially connected to each other, meet infrequently, and depend on management for information (insulation). The 2001 Enron collapse, the 2008 financial crisis, and countless corporate scandals have been attributed in part to board-level groupthink where directors rubber-stamped risky strategies without adequate scrutiny.

Reforms include: independent board chairs (separating CEO and chair roles), mandatory independent directors, regular executive sessions without management present, and board diversity requirements. Research shows that boards with greater cognitive diversity — members from different industries, backgrounds, and expertise areas — make better decisions and catch problems earlier.

Jury decision making also demonstrates group polarization effects. Juries whose members initially lean toward conviction become more confident in guilt after deliberation, while those leaning toward acquittal become more confident in innocence. The deliberation amplifies rather than moderates initial tendencies. This has implications for jury selection, jury size, and unanimity requirements.

Virtual Teams & Remote Work

The rise of remote work and virtual teams introduces new dynamics into group decision making.
